The department did not follow a bottom-up approach to planning, as was envisaged by the Mission. Absence of perspective planning, non-conduct of household surveys and inadequate community involvement had resulted in failure to identify gaps in health facilities and areas of intervention. Budget estimates were not realistic as there was short release of 273.46 crore by Government of India due to non-fulfillment of prescribed conditions.
